On Tuesday, November 3rd, Americans across the nation will exercise our most important right as citizens – the right to vote. Turnout for mail in voting has far exceeded past elections and overall turnout is expected to be robust. As in most recent presidential elections, Florida will play a pivotal role in who will become the next president as a perennial “purple” state with a coveted 29 Electoral Votes at stake.

Florida Vote-by-Mail Ballot Request and Return Deadlines
A vote-by-mail ballot must be returned and received no later than 7:00 p.m. (local time) on election day, November 3rd. A 10-day extension exists only for overseas voters for the Presidential Preference Primary and General Election only.

To ensure that ballots are received by the deadline, voters are encouraged to vote and return their voted ballots as soon as received or early enough to account for mail delivery times. The United States Postal Service recommends that domestic nonmilitary voters, mail back their voted ballots at least 1 week before the Election Day deadline to account for any unforeseen events or weather issues.

Vote-by-mail ballots may also be returned at secure drop boxes at Supervisor of Elections’ main and branch offices and early voting sites. 

Florida Early Voting Period Guidelines

  • By law, early voting must be held at least for 8 days. The mandatory early voting periods for 2020 are October 24 – 31st
  • Each county Supervisor of Elections may offer more days of early voting from one or more of the following days: October 19, 20, 21, 22, 23 and November 1.
  • For in person voting on November 3rd, polls are open statewide from 7:00 am to 7:00 pm with statewide results available at 8:00 pm Eastern Time.


Important Florida Election Information
Official results for the General Election will be available and certified on November 17, 2020. Recounts shall be ordered for any races where a candidate is defeated by 0.5% or less of the votes cast in the unofficial returns per Section 102.141(7), Florida Statutes. Manual recounts of overvotes and undervotes shall be ordered for any races where a candidate is defeated by 0.25% or less of the votes cast after an automatic recount is conducted, per Section 102.166(1), Florida Statutes. Reminder – unofficial returns are not election night results. Provisional ballots must first be canvassed before a recount determination.

2020 Proposed Florida Constitutional Amendments

Proposed amendments to the Florida Constitution may be made by a joint resolution of the Florida Legislature, a citizens’ initiative, a proposal from the Constitution Revision Commission, or a proposal from the Taxation and Budget Reform Commission.

On Tuesday, Floridians will vote on six (6) proposed Constitutional Amendments that will appear on statewide ballots. Proposed amendments require a 60% majority to be approved by the voters. See below for brief descriptions of the amendments.

Citizen Requirement to Vote in Florida Elections
 
This amendment provides that Only United States Citizens who are at least eighteen years of age, a permanent resident of Florida, and registered to vote, as provided by law, shall be qualified to vote in a Florida election. The Florida Constitution currently says Every citizen of the United States who is at least eighteen years of age and who is a permanent resident of the state may register and vote.
 
 
 
 
 
Raising Florida’s Minimum Wage
 
Raises minimum wage to $10 per hour effective September 30th, 2021. Each September 30th thereafter, minimum wage shall increase by $1 per hour until the minimum wage reaches $15 per hour on September 30th, 2026. From that point forward, future minimum wage increases shall revert to being adjusted annually for inflation starting September 30th, 2027.
 
 
 
 
 
All Voters Vote in Primary Elections for state Legislature, Governor and Cabinet
 
Allows all registered voters to vote in primaries for state legislature, governor, and cabinet regardless of political party affiliation. All candidates for an office, including party nominated candidates, appear on the same primary ballot. Two highest vote getters advance to general election. If only two candidates qualify, no primary is held and winner is determined in general election. Candidate’s party affiliation may appear on ballot as provided by law. Effective January 1, 2024.
 
 
 
 
 
Voter Approval of Constitutional Amendments
 
 
 
Requires all proposed amendments or revisions to the state constitution to be approved by the voters in two elections, instead of one, in order to take effect. The proposal applies the current thresholds for passage to each of the two elections.
 
 
 
 
Limit on Homestead Exemption
 
Proposing an amendment to the State Constitution, effective date January 1, 2021, to increase, from 2 years to 3 years, the period of time during which accrued Save-Our-Homes benefits may be transferred from a prior homestead to a new homestead.
 
 
 
Ad Valorem Tax Discount for Spouses of Certain Deceased Veterans who had Permanent, Combat-related Disabilities
 
 
This would amend Section 6 of Article 7 of the Florida Constitution to allow a homestead property tax discount to be transferred to the surviving spouse of a deceased veteran. This would be in effect until the spouse remarries, sells or disposes of the property.
